Key Updates under Regulation (EU) 2023/1542

Updated Regulation (EU) 2023/1542 introduces new rules for batteries sold in the European market. Specifically, it defines requirements for sustainability, safety, labelling, and information disclosure. Therefore, all batteries—including portable, industrial, and electric vehicle types—must meet EU standards.

Moreover, manufacturers must provide complete details about each battery. This includes the producer’s name, address, website, and email. Additionally, they must include the place and date of manufacture, hazardous substances (excluding mercury, cadmium, or lead), QR codes, EU declaration of conformity, and CE marking. For relevant battery types, they also need to report the carbon footprint.

Some of the Key Changes in Regulation (EU) 2023/1542

Non-chemical Requirements: The regulation defines sustainability, safety, labelling, marking, and information standards. Consequently, batteries can enter the EU market legally.

  • Labelling and marking: All batteries must display detailed manufacturing information. This includes the manufacturer name, postal address, web and email address, place and date of manufacture, battery specifications, and hazardous substances (excluding mercury, cadmium, or lead). Furthermore, each battery must show a QR code, EU declaration of conformity, and CE mark.
  • Carbon footprint declaration: Manufacturers must report the carbon footprint for electric vehicle batteries, rechargeable industrial batteries, and LMT batteries.
  • Performance and durability: Starting 18 Aug 2027, portable batteries of general use (excluding button cells) must meet electrochemical performance and durability standards. Therefore, manufacturers must comply with testing requirements.
  • Phase-out of non-rechargeable batteries: By 31 Dec 2023, the European Commission will publish measures to phase out non-rechargeable portable batteries of general use.
  • EU declaration of conformity: Batteries must carry a valid EU declaration of conformity. This ensures legal compliance.
